This apparently is an old library and unfortunately Pulse didn’t update the installation procedure. As a result the samples and parameter files were hardcoded to a non-existent library folder rather than allowing the user to specify the location. This forced me to have to go through the cumbersome procedure of manually modifying each preset in this library and resaving them individually. Fortunately there aren’t many individual presets. But regardless, Pulse should have updated the installation procedure or at least warned the purchaser of this issue.
